Our Street Trading Policy [PDF, 0.2MB] [PDF, 0.5MB] covers all streets in South Cambridgeshire (except the A11 and A14, and any area of land which is owned by the county, district or parish council).
The policy refers to a person wanting to sell any fresh food or general items/products in the street. For example:
- food vans
- ice cream vans
- selling flowers
There are a few activities which this policy doesn’t refer to such as trading at a fair, fete or similar one-day community event.

Apply for consent
There are 4 types of consent:
Standard consent
This is for trading on the highway or at any location not registered as a Consented Premises. This includes:
- Static street consent: this is when you are trading at a fixed pitch (place) for more 4-and-a-half hours in a 24-hour period
- Mobile street consent
- Layby traders consent
Consented premises
These are areas that are privately owned and managed, but the public have access to these areas without payment. For example:
- car parks
- areas connected to public houses or village halls
Consented Premises Trader
This is when a person wishes to trade at a consented premise. To do this you must be registered as a consented premises trader. If you’re registered, you can then trade at all consented premises within South Cambridgeshire.
Ad-hoc trading
This consent will allow trading on a trial, or temporary, basis up to four times (in each location) within a year.

Below are the fees for 2025/2026. All Consents will have a common expiry of 31 March.
Annual New Consent Application Fees
- 1 day/night pitch per week: £217 (£120 application fee/£97 maintenance fee)
- Up to 2 day/night pitches per week (and/or up to 2 locations per year): £267 (£157 application fee/£110 maintenance fee)
- Up to 3 day/night pitches per week (and/or up to 3 locations per year): £326 (£201 application fee/£125 maintenance fee)
- Up to 4 day/night pitches per week (and/or up to 4 locations per year): £375 (£233 application fee/£142 maintenance fee)
- Up to 5 day/night pitches per week (and/or up to 5 locations per year) £414 (£240 application fee/£158 maintenance fee)
Over 5 day/night pitches per week (and/or over 5 locations per year): £492 (£307 application fee/£185 maintenance fee)
Where a trader will access and use a Council owned electricity supply, a surcharge fee will be payable to cover cost incurred
Annual Layby Trader
- New and renewal £870 (£160 application fee/£710 maintenance fee
Vary consent
- £49 plus pro-rata of additional fees if increasing days/locations
Annual Renewal/Continuation Fee
Subject to the Consent Holder meeting meet paragraph 16 of the Street Trading Policy
- 1 day/night pitch per week £165
- Up to 2 day/night pitches per week (and/or up to 2 locations per year) £183
- Up to 3 day/night pitches per week (and/or up to 3 locations per year) £202

Consented Premises Trader

*Where a trader is required to obtain standard consents and a consented premises a 50% reduction of the consented premises fee applies
Ad-Hoc Trading
- Trading up to 4 times per year at one location (to meet business needs or to assess site suitability) £49
